Can never be 100% sure but normal symptoms of low power is intermittent loss of power steering or intermittently the power steering light coming on.
Normal symptoms of the column itsself are it feels different turning left from right funny noise coming from the column or sudden shaking of the steering wheel
The low volts need sorting anyway not far away from not cranking over. Be a nice bonus if it sorts the steering issue as well. While under the bonnet check the belt left hand side. Should be quite tight and not cracked on the inside.
