Member of the year would turn out to be a popularity contest surely. Same as the old rep system turned into.
True - to make it fair, I'm guessing the winner would have to be chosen by the mods.
Common sense would say you have a winner from each car section (this can easily be given by the section mod) - then an overall forum achivement award - plus a few silly ones thrown in for good measure....

Like has already been said it could turn into a popularity contest, which is not what you want, there is already a thanks system for acknowledging useful stuff, maybe person with most thanks is member of the year.
That's why it would be the mods that judge it (and nominate entries) - keeps it impartial then
