Originally they were covered in fabric tape, which will have disintegrated and fallen off.
Best practice is to remove the scuttle and re-cover. I usually add some split convoluted tubing which should outlast the car.
Many people just ignore it.
Second picture shows the worst bits with some split tube pushed over the loom (just for illustration)
I normally wrap the big knot in the middle of the picture with fabric loom tape, as well as the joins in the pipe. It looks better, and stops vibration damage.
EDIT: No idea why second picture didn't attach on first attempt.

TBH the 10-plate Eco we had from 4 or 5 years old didn't seem to have much covering on it either. But the 04 Eleganza had a nearly full set of covering (although it was so brittle it disintegrated when I removed the scuttle cover).
Maybe they got less over the years of production?
 
Convoluted Tube.
Can be got on Amazon, Ebay, many others.
Problem is that to make it tidy needs short lengths of a few different sizes, which will also depend on equipment level of each car.
You could use fabric loom tape, or possibly silicone self-amalgamating tape instead and make a perfectly presentable job of it.
