The only thing that is consistent is 12 volts on positive side the only other thing consistent is the testing of the negative side and how much it fluctuates and reading wobbles with ignition off, ignition on, and engine running. This was with everything connected . Fuse blew with ignition on engine not running previously I have been able to run blower fan in this condition . I am almost convinced its this varying negaitve reading causing this.
You need to find what on that circuit is allowing a dead short to ground
By disconnecting the relay it still happens means ita before
Did you ever get the reverse switch disconnected and to sre if there was a grounding out issue?

Hi Ziggy scratching my head mate . With relay removed switch disconnected and cluster disconnected. Ignition on . What should I see when testing both sides of the fuse terminal the one inside car. The readings on the multi meter I mean
I would have thought
1 side would show battery voltage when earthed
The other should show an open circuit if everything disconnected (so fuse slot and earth touching) if its saying theres a circuit
Its gotta be shorting somewhere

One thing it might be worth considering is it could be the ignition switch
