Technical 94 punto 90 elx

can anybody help me please, had my fiat a few weeks now and hav noticed that if i go above 3.000 rpm the revs hang for a second and then drop i havnt got a clue what this is ive already tried carb cleaner and both ends of throttle cable moving freely and hav been lubricated, if anyone knows whats goin on givus a shout
