Can anybody please help me identify this part of the fuel system?

It is mounted next to the MAP sensor on the suspension tower.

Also what is the fuel reservoir under neath the front passenger wing which it leads to?

I am nearing completion of my 1.2 8V MK2 Punto conversion and need clarification on its use.

The reservoir it leads to is a charcoal cannister which absorbs evaporated fuel vapour rather than letting it vent to atmosphere. The part you are looking at is just a switching valve which feeds fuel vapour to the cannister at rest, then re introduces that vapour to the throttle body to burn off when the engine is running. Doesn't seem to have any particular disadvantage so you could probably re connect or remove, whatever's easiest.
 
if its an engine conversion to a car with no Evap system or carbon canister you can just leave the thing plugged in but not plumbed in. i know that if it is removed it can make the "injector" light come on. (same as an engine management light)

if its on a car with it all still attached, it may as well be left in place.
