Technical rear self belt not working

We have a 2004 Ulysses jtd eleganza and the middle seat belt (middle row) isn't working properly. A few weeks ago with someone in the seat it failed to tighten up when we had to break sharpish jolting the passenger forward. Now when the belt is pulled out it doesn't retract back into the box on top of the chair. Is it likely its broken and needs replacing? I've heard there are a lot of issues with this belt

probably, I get a lot of enquiries about the 2nd row middle seat. I have no spare ones but I can't see why a 3rd row seatbelt wouldn't replace it. I have loads of those.
