Can I use this app Multiecuscan for android connected with an obd2 bluetooth and make force DPF Regen?
Nope. You need a Windows laptop and the correct leads. Very few, if any, Handheld scanners will do what you want & cost more.

Just had a quick read of the link you posted. There have been many reports of problems with these EBAY ELM interfaces but yours seems to claim it's been sorted out. (see the red text) I bought the multiplexed interface so I'm not so well up on your solution but you may find that you need to buy additional, coloured, leads to get access to any other than engine ECU/OBD. If you're running into problems there are people on here with lots of knowledge of operating MES or give Gendan a ring, I bought my equipment from them but I know they are a generally helpful bunch.
