Technical N reg mk1 punto steering wheel removal?

hello,
I am I need of guidance in removing the steering wheel on my Mk1 punto.
I have removed the large nut behind the horn but there seems to be a circular washer with a notch cut out I was wondering if this was threaded and I need a special tool to remove the steering wheel.

also the reason I am removing the steering wheel is to remove the indicator stalk as my headlights have stopped working.
I have checked the fuses and bulbs and both are fine, also both sidelights and both full beam lights are functioning 100%.
any help on this would also be appreciated.

this problem has been solved!

to remove the wheel the relay was removed from behind the steering wheel allowing me to fit a block of wood in to tap the wheel off.

and on the headlight problem, there seemed to be an empty contact on the rear of the stalk switch that mimicked the headlight contact. I just swapped the wire to said contact that was working.
