General dipped headlights

Just bought a FIAT 500. When driving in dark with passengers in the rear lots of other drivers flashing me, presumably for headlights dazzling. Checked I am only using dipped headlights (plus DRL), no main beam, no fog lights. Without the passengers no one flashed. Any thoughts?

Presume it’s a 500x as it’s in that section? Does it not have the dial to the right of the headlight switch to lower the headlights when the car is loaded? If it’s got xenon headlights they should automatically level so shouldn’t happen

I don't think it is a 500x. Apologies if I put it in the wrong section. It's a 68 model Fiat Lounge 1.2l
