Hi,
Not that easy, The lock is part of the CODE security system and is coded to the body computer, ECU and key reader. You either need new lock from Fiat (possibly already set to the cars CODE), a virginised unit or change all four units and the keys.
More inportantly a disabled steering look is not grounds for a MOT failure on a Croma as it has an engine immobiliser fitted as standard. Per section 2.1 of current manual:
"It is acceptable for a steering lock to be missing or inoperative provided the vehicle has an engine immobiliser, or permanently installed immobilisation device which acts on either the steering, brakes or the transmission"
Take it back to the garage and complain. If that does not work place an appeal. For anything that is questionable the benifit of doubt goes to owner.
The "Fiat CODE" section of the manual confirms the car has an engine immobiliser.
