Fiat Qubo 09.
The front passenger, outside door handle is not opening the door. It can only be opened from the inside.

So I need to get inside the door and look what has happened before buying a new external door handle.

I have removed the following;
Bolt behind the inside door handle
Bolts under the two rubber matts.
Bolt along outside leading edge of the door.

The door card is still fixed solid.

What am I missing before breaking the card to get it off?

There are only the 4 screws/bolts as you've identified. The poppers hold the card very well. In the absence of a trim remover, take your kitchen mixing bowl scraper, the one that tapers to nothing and slide it in between the card the steel frame.

Take another spatula and park that in the gap just made and remove the first scraper and repeat a bit further down. Once you can get your fingers in or a masking tape covered flat blade device, prise a popper off and then get your paws in there to remove the rest. I think there about 10 or 12 (guessing as it's a while since I removed mine. Be mindful of the wiring for the window switch and perhaps the speaker too.

Interesting this has just come up as my pax door doesn't always open from outside (or inside for that) the first time the remote is pressed. I have to relock and unlock to gain access.

Good luck! The poppers are really tight but they do a good job and are re-usable as long as you don't lose them down inside the door..

To remove the handle there are two 10mm nuts on the top of the handle and you have to remove a rubber plug in the side of the lock on the door to get access to the other nut. DON'T lose these inside the door - they are pigs (or impossible) to recover. Magnet on a telescopic thingy does help but they can get wedged in the convergence of the two skins at the bottom. I know - been there :(

A smidge of blu-tack in the socket you use will hold the nut in the socket as you carefully withdraw. Same for replacing.
