I just bought a 2007 Panda Dynamic 1242cc (in Palestine/Israel; not sure exactly what accessories are default here).

What would you suggest I consider installing or replacing in it, for improving safely, usability, and possibly (but with lower priority) appearance?

I'm willing to invest a reasonable amount for meaningful improvements which will help my "Panda honeymoon".

Personally speaking, the Panda Dynamic works for me just as it comes out of the box. Its best selling point is perhaps its sheer value for money; so perversely, spending more money on it somehow diminishes its best selling point.

There is one simple change I'd recommend: fit a set of Iridium spark plugs. It'll start easier, run better, be slightly more economical, and you won't have to look at them again for at least 40000 miles :).

In the UK, the Dynamic didn't get A/C as standard until 2010; I'm guessing that in Middle Eastern markets, most would have had it fitted.

ICE - That's an acronym related to the sound system, right? Sorry, I'm not too familiar with car lingo. As for the head unit (assuming I guessed the meaning of that term correctly) - I have some kind of JVC whose model name I forget, supporting CDs with MP3 on them, and, well, FM radio, and that's about all I need (I think).

Something I've been thinking about is the seats, or at least the driver's seat. It's rather uncomfortable: The head rest is painful on my head, and when I lean into it my lower back hits some kind of L-shape at the bottom of the back rest. Are there headrest cushions I could get? Or something beyond that?
