i have a fiat idea dynamic and broke down last night the repair man said i need a new fuse box i am confused what does this mean

o they never said plus hazzard lights wont turn off
Presumably repair man has found issues with the fuse box, presumably short circuits or broken connections. These can be caused by water ingress or poor connections with individual fuses. If damage is severe, a whole new fusebox may be needed, but if any damage is confined to only a few circuits, replacement of a few connectors and some new wires may fix it.
Needs careful looking at by someone who can identify which bits are wrong, either poor connections, or wrong connections. If no friend or family member is competent, you need an auto electrician. Meanwhile, see if you can locate a replacement fusebox from a scrappy, but be careful, you need one of the same spec or higher. e.g. If you have electric windows, and the "new" one doesn't, the connections will not be there, so back to the auto-electrician.
