This is on a 1986 X 1/9. In search of a bolt that I could attach an extra grounding strap to one of the starter mounting bolts, the one I chose was the wrong one.

It appears that particular bolt is what secures the drivers side handbrake pulley. I attempted to realign the pulley through the bolt hole with no luck what so ever.
How do I access this assembly so that I may reattach the pulley bolt and possibly even improve the handbrake operation (not holding the car well). Please explain how to do this in very simple terms, I am about as mechanically as a box of rocks.
