Just picked up a 1998 Ulysse. 1.9tds with 75,000 showing. It runs well though seems to be holding back a bit whin I accelerate and the throttle pedal is very hard to push down. My main concern is the coolant is red rust and looks like it is in need of a good flush through. What is the best way to tackle the job and what should replace the water? I am guessing that the stat has been removed. The header tank has, at some time, leaked some water from the spigot. The temp is showing 70.

Update on my post above. The lack of power has been resolved by taking up the slack in the throttle outer cable. There was about a third of pedal travel wasted. Regarding the rusty water I have just found out the header tank cap does not allow the coolant to pressurise as it leaks through the spigot when I squeeze the hose. Naturally I will be changing the water and replacing the cap. Will the pressurised system allow the temperature to increase. It hovers around the 70 degrees at present and the fans cut in at about 80 degrees. I am wondering if the thermostat has been removed.
Also while away for the weekend I have had the engine management light come on and the car stall while driving. This happened twice. I drained the fuel filter but found it clean with no water in it. As it seemed to be fuel starvation I changed the fuel filter and it solved the problem.
