I brought a Odb2 lead off a car boot, it's Odb2 to DB9, the person who I brought it off told me that it can connect it straight to a laptop, then just download some software, but I just wanted to double check with someone who knows what they are on about, as I'm new to all this.

Has it any markings? Any indicator lights?
To me it looks like just a lead that plugs into an interface box. It's a bit small to have electronics and not many modern interfaces have 9 pin connectors. An end to end continuity check with a multimeter on ohms will reveal a lot.
I WOULD NOT plug it between a car and a laptop without checking it first, you could damage the laptop, assuming you have one with a 9 pin port to plug the lead into.
