Technical Electrical problems in rebuilding my 1.9 TD

Hi... I just bought a Fiat Tipo and I'm rebuilding it completly. But i'm having some problems with the electronic check, meaning i don't understand how it works.For the moment nothing works in the electronic check.Another small problem is the fact that when i turn on the lights , the 2 arms at the right and left of the stearing wheel don't light up.I took them completly out, but don't now how to dismantell them in order to find the light-bowls.The thing is ...I would like your help and sugestions.10x.
