The PS pump is locked up solid, and looks like it has been leaking slightly before. Is this common to fail like this? Any ideas why it failed?

I just bought this Tipo yesterday (1.4ie), with a seized water pump and a seized power steering pump. There is still lots of fluid in the steering resevoir. The car has 45k miles on it. The engine bay looks like new.

Any tips please?

No maintenance in those pumps. You must buy both, strongly recommended new ones.
They failed probably by age.
Use always 50% of FL Paraflu anti-freeze mixed on coolant water to better protection. Do not use regular tap water (with chlorine) but distilled water.
 
The power steering pump was fine. Someone had been messing with the pully mounting bolts. One was too long and fouled on the casting.

Thanks also for the tip about the coolant. I took the water pump off today. Very easy to get at. Water pump was seized solid. The previous owner must have been driving with it squealing for some time before it seized. The car is great to work on. I like the arrangement of belts and appreciate the idea of NOT driving the water pump off the timing belt!
 
Yes, maintenance is very easy to do on Tipo up to 1.6 engines.
Check also the bottom and inside of the coolant pump steel tube (coolant distribution).
Usually it corrodes internally somewhat difficult to do visual inspection.
Very cheap, if you take off the pump, do a change on it.
