Technical Wont start

My car has been off the road for about a month, tried to start it but the battery is completly dead. So i fitted a new battery and now it just wont tick over to start.
Would this be the starter moter?

You mean turn over?

Itcould be the starter motor. Before buying one I'd remove the plugs and see if it turns over without them. Disconnect the power to the coils and the fuel pump first.
