Technical Wiring problem

Hi I was testing my horn to see why it was not working and found a couple of results I did not expect ,first there was 12v both sides of steering wheel push button and when pressed dropped down in voltage and second when checking fuse board in glove box pulled out fuse for horn and also shared with electric windows and there was 12v both sides(with fuse out), so pulled out pink wire to window still 12v but no window operation, reconnected it and pulled out smaller red/green wire that I guess is horn feed and 12v was gone ,but of course still coming through red/green wire to earth tag on multimeter.
I wonder if this mean that horn relay is back feeding anybody know about this wiring and were horn relay + second fuse on horn is ( ducato 2.8 jtd 2001) 230

Hi found the relay and it was faulty and putting current out in all directions ,swapped it for new one all seems good now just surprised did not blow fuse cheers mark
