It would help if you were a little more descriptive about the "whining noise"(?) coming from the wipers!"
Lift the wipers off the screen and see if it stops. If it does, you probably need new wipers!

You dont say how old the stilo is, but on early ones there was a Fiat notification because of a potential fault. If you search this forum you will find some references.
