Technical Why does my Sei whine at me?

Hey just a couple of questions about my 98 Sei Sporting.
1) My fan seems to come on a lot at low speeds and when I park my car. Is this normal?
2) Sometimes, when driving my car after its been parked for a few hours, it makes a high pitched whining sound which gets higher and louder up to about 3500rpm and then usually disappears after a few minutes driving. Its really embarrrasing driving past people with it whining like that! I dont think this is normal!

Whining sounds like a belt slipping?

yeah sounds like the alternater belt slipping/too tight,or if its when you let the clutch out it could be the clutch thrust bearing

nah the clutch doesnt affect the whining, so i guess its a belt slipping then

1) its normal

2) yeah belt slipping same thing on mine, it goes once the engine is warm or u in a high gear
