General whining noise

hello all, been a while since i have been on,here is the problem

have a mk2 1.2 8v, a few months ago it has an intermitant whine noise, could just hear it around once a month, today it was all the time, wont do it under 30-40mph, coming from the front, there is a slight change with engine speed, does not change when clutch used or taken out of gear, does not change when braking, does not change when rocking the steering, somtimes its quite, somtimes really loud

in the last 2k it has new cam belt, new water pump and aux belt, all fitted by myself, this will get changed again in the next couple of months as i need to replace head gasket and sump, only things i see it is are gear box or wheel bearings

Should of changed the tensioner, even thought it probably isn't that causing the whine !

done it again today, first started as a sqeel like the brake was sticking on, was very faint then the whine came in very loud

figured it out, cooling fan at fault
