General Whining Noise

My 1.2 8v Active has developed a tendency to make a low whining noise from the engine bay. The noise can best be described as like the sound the horn make but a lot quieter. It only seems to do it when the car is cold and tends to be activated by going over a bump or change in camber.


It is road speed related not engine speed so would seem to rule out drive belts, and prevents trying to diagnose it whilst stationary. But nothing appears to be loose near any rotating parts

Has anyone experienced similar??
