Basically there was some rule in the 80s that when using sidelights the headlights had to be on aswell but dimmer than usual. The rule was abandoned so you don't legally need it now.

So if I throw it in the bin and leave the connections dangling, will my lights not work? I would check but I have no battery connected yet.

Legalities, although not needed on new cars as the car was fitted with it I think it might still be required but not 100% sure. It's a good idea IMO. On the carb models it's located top of suspension strut on O/S and injection models have a bank of relays there so it's above the rad.
