Technical vvt valve on all the time

should the vvt valve on top of the cam cover have 12v to it when on tick over as it ticks over poorly but if i disconnect it it ticks over fine but eml comes on after a while

That valve is PWM driven so somehow it has a permanent 12V on it if wrongly measured. Best and cheap method to test the command circuit is to replace the valve solenoid by a bulb so you can see it getting lit more or less in accordance to Pulse Width ...
