Technical Tipo can’t start

I have a Fiat tipo from 2021, 1.0 petrol. It has an active error code u1701 8f. We have changed BCM, PCM, ESL, battery. but still can't turn on the ignition. Witech can't communicate with abs, pcm, eps. when I measure ohms at pin 6 and 14 in the obd connector I get 60 ohms. can anyone help with what it could be?

Witech says the key is enabled correctly. And the key less start contact is replaced

Sorry I haven't got a clue, all I could find is, possible ABS computer?
"U1701 means a primary vehicle computer, usually the Engine Control Module (ECM) or Anti-lock Brake (ABS) Module, has stopped communicating. Your car's modules constantly share information over a network called the CAN bus. This code sets when a module goes silent and stops broadcasting expected messages."
