Got a 2001 sei and want to adjust the tickover up a very small amount, is there a way of adjusting the tickover manually or is it a visit to the Fiat Stealers sorry I mean Dealers ?

it cant be adjusted, its controled by the ecu.
If its too low then there is something wrong with your car but if you really want too increase the idle speed i sugest you tighten up the throttle cable.
