Smart Repair Outside?

Hi there i was wondering if anyone can fill me in with. Repairing cars outside. As example spraying outside using a compressor? Scuffs scratches etc. Basic like a smart repair. Is it ilegal to spray using a compressor outside? I know you can get water base paint. But curious to know what the guidelines are.

i think it depends on the type of paint. your not allowed to let 2 pac paint enter the atmosphere. i believe water based paints should be ok though
