You could try it and see. Very difficult to give a definitive answer.
Alternative would be to have the wheels blasted, fill the pits with an epoxy, sand down and spray.
But steelies are so cheap from the scrappy...........

my local scrappy thinks he is selling gold, he wants 15eur per rim

not, some guys are selling 4 rims with tyres on them for 60 eur
But how good are the tyres? Over here we have to pay to get tyres disposed of -- something like 2.50 of your euros/tyre.
ive seen worse get the fitter to paint some of their gum stuff on.
our council tip lets you dispose 4 per household free
my tyre fitters don't charge either though, its 10 quid for a fit an balance if you take or leave your own tyre, i don't buy my tyres there either

lololo u pay them that they take your used tyre? here they gladly take it for free

rub the worst off and make sure the tyre fitter puts this on

well i hope someday u will move out of uzbekistan to a first world country buddy
they should be fine IMO... seen worse used. Any decent fitter should clean them up a tad first and slap plenty of gum on and they will be fine..
