The SVA manual says nothing about eyebolts being a problem. It does say the fixing thread must be at least 11mm diameter and made of at least 8.8 high tensile steel. All fixings must be plated for corrosion resistance.

If the eyebolt is a proper load rated type (it will be stamped with the rated load) then it should be fine. If it is a cheap one then it could be an issue if you get a fussy MOT inspector. You are allowed to have a loose nut as long as you can get to it.

I am probably teaching grandma to suck eggs here but if you are using a piece of box section behind the seat, weld tubes into the box for the bolts to go through. Just bolting through box section is pretty dodgy.
