I have a 1.3 Panda Multijet diesel. On most cars the indicator flasher unit makes a decent audible 'click' that can be readily heard. Unless I'm driving VERY quietly and slowly, road noise (let alone the radio) is sufficient to render the flasher unit inaudible. As a safety feature, I would like to replace the flasher unit with something more audible.
Question 1: Where is the flasher unit situated?
Question 2: Any recommendations for something more noisy and where I might order it?

You wouldn't replace the unit but there are buzzers/beepers available to add in the circuit, Google is your best friend.
 
if its anything like my grande punto there isn't a relay as such they are controlled by the body computer hence they fitted a sounder which is more of a peep than a click..

your best bet is to get a tow bar warning sounder and wire it in to the indicators (cant remember off the top of my head how to wire one in)

if its too loud you can pop the case open and use a bit of foam ear plug to muffle it a bit
