General power steering not working properly

my power steering on my mk1 55sx works, then it dont and becomes very heavy and then it does...etc
ive checked and topped up the power stering fluid to max and still has the same prob..

is the some how the pipe could be blocked in some way (because its been sitting on a driveway for the last 5months) or could it be down to the pump

again any ideas would great

my ECU failed last year and they had to replace it. This was the most prominent effect. Might be worth getting the ECU tested.

the old ecu was playing up so i got a vigin state ecu which works fine apart from the power steering. so how would i go about doing that??
