I took off one of the liners and found it had a pile of crud in front of the lower door hinge on top of the sill.

As far as I can tell the crud is getting in at the top where there is an easy path for stuff to spray behind the liners?

Is it normal for crud to build up behind the liners??
 
From what I remember, there's a piece behind the liner at that point, like black polystyrene. I think it's meant to help with that.

I have something like that there and it seemed to be complete but maybe not. When the car was undersealed they did a very good job but evidently they were very impatient putting the left hand guard on.

I am racking my brain to find a way of modifying the liner so it can be left for a couple of years without inspection while being confidant nothing is going on there to destroy the sill and wing. The way the bottom part of the metal wing just sits there under that seen and unseen pile of wet and corrosive crud is a bit crazy.

Yes, enough to give you sleepless nights. To be fair, it's pretty much the same at the back, nice little ledges and cavities to catch it all. You can at least inspect it there more easily. It's a rearguard action against entropy
