Technical My horn won't work...takes the fun out of driving!

Righto...my horn has been playing up, the noise wasn't projecting properly, so a quick look tells me its the brackets which are bent, so scrapyard job and all is well...but being a Fiat, thats not your lot. The horn sometimes works...its although it builds up charge just enough for a quick bleep, and then fails to work unless you leave it for a few hours. the relay is fine can hear it clicking. The wiring is fine, along with the contacts...ideas?

PS. Have a spare horn, but does exactly the same thing, so i know its not the horn!

Have you noticed when you really need your horn, you go to press it and nothing...people are getting away with murder!! lol
