Technical Master cylinder failure?

Is there any simple test i can do to confirm master cylinder failure (failure of seal on one circuit)?

I'm getting very little braking force on one of my front wheels. Tried another caliper - fitted it and bled it, but still the same symptoms. Any ideas?

Pedal isn't creeping to the floor with the car off, so does this rule out master cylinder? what else could this be. Front n/s brake is very lazy and hasn't improved with a different caliper.
