Technical Lights Flickering

has the flickering started since the repair of the power steering??

is the flickering engine speed dependent - that is, only noticeable at tick-over??

Yes on both counts, plus the tickover is now pretty lumpy.
The flickering speeds up with the engine speed and you can visibly see it by watching the lights.

I'd take it back to who ever did the PS repair, and get them to sort it out - it wasn't like this before.

I'd be worried about the lumpy tickover.

Sure way of checking the alternator - engine warm & idling, switch on main beam, hazards, heater, rear demister.
If the lights dim as the hazards flash or the engine struggles then the alternator is on its way out, there should be little noticeable difference as you increase the rpm of the engine.
Modern alternators are supposed to be able to cope with all the rigours of modern motoring which would seem to be sitting idle in a huge traffic jam, middle of winter at night.
