I guess you ment internal fuel cut out switch, I have a 95 plate panda and I only discovered the fuel cut out switch whilst I was cleaning it the other day! No, inertial, not internal. Cuts off fuel when a sensor detects an impact. The switch you found should actually be a reset switch if it is triggered.
