Please make a video of it and upload it so we know what we're talking about. It's very hard to tell what it is at this point, so we're all guessing. :)

I tried recording the audio yesterday but my phone didn't pick it up. Will try again over the next day or two.

Adjusting the headlight load makes no difference by the way.
 
Use a digital camera and make the recording exactly from where you can hear it the most. :) A good idea would be to go into an underground parking because the noise is amplified by the echo.

Adjusting the height makes no difference in what, in the beam pattern or the noise? Do the headlights adjust?

When you open up the headlamp"door" the sound sghould become more audible. Yes there is a small connector (blue and red leads IIRC) but changing the motor is the better and less difficult solution. I never get the connector unsecured without removing the motor first. Just two philipsscrews and a pop.

is there a motor on both sides? What us the implications of removing it? Would the loghts still work and be legal? Are replacements expensive?
 
Yes there's a motor on each headlight. On this forum you can find a VAG number for a replacement (identical but cheaper as the one FIAT uses).
Mine were about €40 at my local Bosch supplier. When removed or disabled the lights still work, but without working adjustment I'd fail APK (our MOT). Don't know about MOT regulations.

I have some pictures but unfortunately none of them really point out to the motor.

It's a fairly simple task, really. If it's on the battery side, remove the battery first to allow some access to the door. If I'm not mistaking, it is the side cover that holds the access to the motor not the large one. But you'll figure it out immediately. I would gladly go and take a look for you as I did before for other forum members, but here's some pictures to tell you why I cannot unfortunately do that now. :)

If you remove the connector to the motor and the beam is adjusted right, then no worries about any MOT failure. Just make sure it's not pointing to the sky or anything because then you will need to manually adjust it first.

Do not try to remove the whole motor as you will find it's a very difficult job without taking the bumper off or lifting the car up and going inside from the wheel arch.

If you remove the connectors, make sure you isolate them and stick them somewhere safe so they don't wobble around as you drive.

HAd a quick look before I went into work - can't see where you mean - it's the left side as you look from the front - are you saying it's behind the bigger panel downto the left, in front of the washer bottle? I guess I need to clip off the wire clip and get behind there? What does the motor look like?

I has already searched and found that thread - but it doens't show you where the motor is actually located, or what it looks like in position - it's hard to find something when you don;y know what you're looking for!

I'm certain you will see it right away. my camera kinda eats batteries and I am terrible with pictures anyhow, but it's really easy to find and to change.
the right side of the car is the simple one. Just two philipsheads and a pull and it pops out.
Even the leftside can be done without removing the battery. Just ave to use a small screwdriver. 15 minutejob.
