I'd be surprised if there actually is a minimum age, as anyone can own a car as long as the details are correct in relation to insured driver(s) and it's maintained correctly and MOT'd.

The owner doesn't need a licence.

Finance might be an issue as as far as (that's a lot of as's) insurance is concerned I think it's still the case that the car has to be insured in the name of the person who holds the financial interest. In other words, if I buy the car on finance and MEP insures it in his name, then if it's written off the payout goes into the MEP, No. 2 Swiss Account and I'd be unable to pay off the debt, but that would be a requirement of the finance house.

I had to deal with some travellers once who registered a Transit in the name of Jack Fury. Jack was a dog and the "keeper's" address was a woman who may, or may not, have been an aunt. As it happened this lady in her 70s seemed to own about 7 vehicles. When a VEL or the insurance was due the reminder went there, as did any NIPs or Section 172s. Which then went straight in the bin.
