hmmmmm.....

This reminds of the days when 56K was in and you installed them pay-as-you-go ISP's like freeserve etc.

Remember when you didn't complete an installation the browser used to Navigate to a page stored locally on your computer and you could not navigate away until you completed installation or by passed it?

The page is probably not Local though thinking about it in your case. Tis probably something to do with the Network addressing I think....

Have you tried in safe mode?

Think most hotel setups have IP's assigned to each room. You can connect and will establish a link hence why updates get done but it knows if the room hasn't coughed up for access.

Safe mode usually disables networking support (you can specify it though.)

Without alot of effort I don't think there is a simple solution.
 
Access point in each room would do it. Plus ensures good stable connection rather than having 50 rooms trying to connect on one single access point/ router situated downstairs.
