Technical Headlights question

Just a quickie,
recently bought an x reg punto and was wondering; when using dipped headlights are there just two bulbs that are meant to be on, the headlight and the sidelight, or are there meant to be two headlight bulbs, i was wondering this because i cant make any light come out of either of the outermost lenses.

hi! welcome to the forum
the outer lights are foglights, there not fitted on all cars, if you look at them you'll see that they are just chrome inserts
