Doesnt it all come down to what you are buying from the dealer?
If you are buying a car for 4k the dealer isnt going to give you 3.5k for your car whether it is worth it or not, its paper work, admin and another car to sell for 500 notes. It's not going to happen.
The part ex value is determined by the cars resales potential, the car you are buying and the margin the dealer is making on the sale. The part ex value cuts into that so looking at two different cars will give you two different prices.
