alright mate... i had the same problem with my seicento, bout a month ago, its abount 30 min good plus sweat and blood and tears!!
basically if it is the same as a sei, you have to cut of the rubber outer with a stanly knife, leaving a plastic core. this plastic core is stuck to the shaft so you have to saw it off... hacksaw would be best, i couldnt find one so i used some big ol tree saw, left some scratches on the shaft thou!!!
so just saw through/middle the top of the plastic core, then down the sides of it, then just wiggle it about, i screw driver helped me to prise it off... then bingo its done...
