do you have to bleed anything when changing this filter, im having a problem under low revs and when booting

It would be a good idea to bleed the fuel lines just to be on the safe side. If you are getting throttle lag I would check the fuel pressure regulator. Check the vacuum pipe for signs of fuel (damaged diaphragm) and check its not blocked or obstructed.
