Technical Fiat strada 1200 excessive fuel consumption 2006

Hope someone can steer me in a direction.... i had my 1200 2006 engin redone in Desember last year.... sins then i only get 400km on 52l peteol.... i changed all sensors ( i have 2 of these bakkies)... use tonget 680km. I can smell how rich it is... got black floor where i start it up in the morning. Could it be something to do with valves not sealing properly? Had it to someone that knows fiat stradas (apparently).. so valve timing qas checked again by someone else.

If valves not seating engine would misfire and have low compression. If compressions all around 160 p.s.i. roughly then should be OK
If running sooty/black smoke then maybe a Maf sensor etc. But best to have the Error codes read first before spending money in wrong direction.
