Technical Fiat Punto Evo “engine cover”

Hi all,

Just looking for some advice as I’ve been played by w few mechanics and left with no “engine cover”. Not sure if that’s what the part is called but basically I had some work done on the gear box, then I went to a new mechanic to do an MOT and he “found out” that I’m missing that part (see video) but when he tried to look for it, he said people won’t sell it to him as they don’t want to damage their engine. Can someone advice what this part is called so I can look for it myself.

Any advice would be appreciated!
