Tuning Fiat coupe 1995

I had the ICV valve clogged and couldn't start the car on first go. So i cleaned it with carburetor cleaner and it seemed to work. Problem is i can not get to 850 idle revs. I'm hovering around 1200 to 1000rpm. I'm not sure what to do next
