It is recommended first not to turn the engine on/over, in these conditions.
First of all, is the oil still on level, or something went wrong on the oil change and you lost the oil?
If the oil is on level it means that there are problems with the oil pump. It either went off, doesn't work anymore either is clugged with that thick greenie residue. You have to take the oil sump down and sort it out with the oil pump. You'll probably also need to clean the oil system.
I repeat, don't turn the engine over untill you've fixed it. Turning the engine over without lubrication causes blown engine.
